Important Information about your application

All applications for first-year entry to admissions-restricted bachelor’s programs at the University of Potsdam are processed through a nationally centralized application coordination system known as the DoSV system (short for “dialogue-oriented service procedure), operated by the Stiftung für Hochschulzulassung (German central admissions service). This web-based system coordinates applications and admissions offers across Germany to ensure that study places are allocated efficiently. During the coordination process, you may receive multiple offers, but once the coordination phase is complete, you can only accept one offer of admission. Accepting one offer automatically withdraws all other applications. You should therefore read the application guidelines provided by the Stiftung für Hochschulzulassung carefully, in particular how to prioritize your applications and how the coordination rules affect your chances of admission.

If you are applying to a dual-subject bachelor’s program, you must submit an application even if one of your subjects has open admission (no selection process).

Number of applications

Within the DoSV system, you can submit up to 12 applications per admission cycle nationwide. At the University of Potsdam, you may submit up to three applications.

Exception: If you are applying for a second degree (Zweitstudium), you may submit only one application at the University of Potsdam.

Entrance exams and online self-assessments

If your program requires an entrance exam, you must submit proof that you have passed it by the application deadline.

Please submit your application as early as possible after receiving your university entrance qualification. Applying early helps us process your application more quickly and ensures that you have enough time to respond to any requests for additional documents.

You can use this portal from June 1, 2026, to July 15, 2026, to apply for admission in admission-restricted programs.

5. Coordinated Clearing Process and Lottery (DoSV)

Participation in the coordinated clearing process

If places are still available after the coordination phase (August 25), a coordinated clearing process will take place from August 28 to September 30 for applicants who did not receive an offer during the coordination phase. To participate, you must actively opt in via hochschulstart.de between August 25 and August 27.

If you receive an offer during the coordinated clearing process, you must request enrollment via the PULS portal of the University of Potsdam. The enrollment process varies depending on your applicant group. The steps that apply to you are explained in the help section of the PULS portal.

Submitting new applications

Applicants who have not yet submitted an application in the main DoSV procedure may register and submit a new application via the hochschulstart.de application portal during the coordinated clearing process.

Please note that new applications will only be considered if all ranking lists from the coordination phase have been fully processed and places are still available. Which programs still have available places — and whether these are allocated by lottery — depends on the ongoing processing of ranking lists during this phase. You can find relevant programs in your user account via the program search. Use the filter “Show only programs participating in the lottery” to limit the results accordingly.

New applications can only be submitted via the central hochschulstart.de portal throughout the entire coordinated clearing process — not via the University of Potsdam’s PULS portal. These are short applications and do not require any additional documents. Eligibility will only be verified if you receive an offer and proceed with enrollment.

6. Local Lottery

If, after the completion of the allocation process via the DoSV system (hochschulstart.de), places are still available or become available in an undergraduate program, the University of Potsdam allocates these places to German and international applicants through a local lottery.

Applications for the local lottery for the winter semester 2025/26 were accepted via the PULS portal from October 1 to October 15, 2025.

Detailed information on the lottery for the winter semester 2026/27 will be published here in due course.

Please note that eligibility requirements (e.g., university entrance qualification, entrance exam, and — if applicable — placement in a higher semester) are only verified at the time of enrollment. If it is determined at that stage that you did not meet the eligibility requirements at the time of applying for the lottery, enrollment will be denied. You are therefore strongly advised to review the admission requirements for your chosen program in the current program overview before submitting a lottery application.
