The module explores how governments, transnational business actors, civil society, and international organizations respond to the demands of international public policy formulation and implementation in order to address problems of a border-transgressing nature. In order to do so, the course takes a look at the definitions of public policy, the cycle they follow theoretically and in practice. For an assessment of the latter, migration policy will serve as example for the analysis of fundamental issues and problems in the field of international public policy.

In the process of economic globalisation international public policies are gaining in importance and relevance, both to national and international development. The formulation and implementation, however, varies. On the basis of such variations, the course will conclude by looking at trends and future evolution.

The course is divided into five units. After an initial analysis of the theoretical framework, the practical application of formulated policies will be analysed by looking at the current experience of migration into the EU.
