Christoph Demmke is Advisor to the Council of Europe and the Budgetary Committee of the European Parliament (until April 2017) in the field of Public Service Ethics. Beforehand, he was Interim Professor (until 1 September 2016) at the Zeppelin University in Friedrichshafen, Senior Scientific Advisor and Head of Unit in the OECD, Paris (F), Professor of Comparative Public Administration at the European Institute of Public Administration (NL) and Guest Professor at the College of Europe in Brugge (B) (both until 2013).

He holds a PhD in Administrative Sciences from the German University of Administrative Sciences in Speyer (D), a Diplome (DEHEI) in International Relations (F) and a Master in Political Sciences from the University of Hamburg (D). Besides he was Fellow at the Harvard Law School and the German Ministry of the Interior. He is a long standing advisor to the European Union Presidency and the EUPAN network, almost all EU Institutions and national Governments on HR reforms and Ethics. Mr Demmke is author of many publications in the field of comparative HR reforms and ethics. Examples include:
