Diane Bombart studied Political Science at the Ludwig-Maximilians-University of Munich and worked at the Institute for Development Strategy as a consultant and evaluator of global development programmes. She joined the DFG-financed Graduate School WIPCAD (Wicked Problems, Contested Administration) at the University of Potsdam in October 2015 to pursue her research interest in the Results Agenda of international development aid. Her research topics include global discourses of development cooperation, processes of institutionalisation and translation as well as the methodological potentials of Geometric Data Analysis for the systematic examination of discourses and organizational culture.
Negotiating Results-Based Management. Mapping the Culture of Results in the French Development Aid Administration
International efforts since the early 2000 to foster the so-called “results agenda” in the field of development cooperation stumble over local contexts shaping the appropriation of a results-based model of organization. When global principles of organization trickle down to national administrations, these are not simply applied or rejected. Actors embedded in their local administrative context negotiate the meaning of global managerial models.
In-depth content analysis and Geometric Data Analysis are employed to map the „culture of results“ of the French Development Agency, understood as the local translation of the global results agenda.
Beyond exploring the French translation of the results agenda, this dissertation hopes to unveil the methodological potentials of Geometric Data Analysis in the constructivist analysis of discourses and processes of institutionalization.
