Management and Autonomy of Subordinate and Outsourced Administrative Units (NaVe) at State Level

The project "Management and Autonomy of Subordinate and Outsourced Administrative Units (NaVe) at State Level" is a research project of the Chair of Public and Nonprofit Management at the University of Potsdam and is supported by the Institute for Public Management of the IPO-IT GmbH.
The aim of the project is to gain insight into the status quo of Public Corporate governance on the state level. Furthermore, potentials for improvement of management of Subordinate and Outsourced Administrative Units should be identified. The project surveys institutions of public law, as well as state enterprises, subordinate administrative units (for example, Landesämter), companies of private law and foundations.
Due to current developments regarding the focused Units the research project has a high relevance in practice. In this project, tendencies of autonomization of subordinated and outsourced administrative units are examined. By linking this project to COBRA-research, comparisons with the studies on federal and international surveys will be possible as comparable data is generated.
The core of this project is a questionnaire-based survey of Subordinate and Outsourced Administrative Units, which is carried out in 2017. As result of preliminary research, 1.017 units, which are under the control of the territorial states, could be identifiedand will be surveyed. This group includes all subordinated and outsourced administrative units in the 13 German territorial states.
