Human Resources Strategy for Researchers (HRS4R)

The University of Potsdam is firmly international in outlook and aims to provide an attractive and
stimulating working environment for researchers from Germany and abroad. With this is mind the
University has decided to implement the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers.

The University thereby articulated its intent to implement the European Charter for Researchers in a strategic process and to participate actively in the process, which is conducted at the European level.
As part of the Human Resources Strategy for Researchers, the University of Potsdam conducts an internal analysis to compare its practices with the Charter and Code. This involves reviews both within the faculties and on a central level into four key areas:

1.    Ethical and professional aspects
(e.g. ethical principles, accountability, contractual and legal obligations, public
engagement, the dissemination and exploitation of research results, appraisal systems)

2.    Recruitment
(e.g. selection, transparency, recognition of mobility experience)

3.    Working conditions and social security
(e.g. stability and permanence of employment, funding and salaries, gender balance,
ability to combine family and career)

4.    Training
(e.g. supervision, further education)

The University of Potsdam developed an action plan to illustrate how it will adopt the Strategy as an application for the “Human Resources Excellence in Research” award.  Since February 2016 the University of Potsdam has been awarded.

Schedule for implementing the strategy (HRS4R)

  1. Internal analysis of status quo – December 2014
  2. Strategic action plan – Following December 2014
  3. Application to European Commission to recognize analysis and plan as well as publication of action plan online – September  2015
  4. "Human Resources Excellence in Research" award – February 2016
  5. Implementation of revised action plan and periodic self-evaluation incorporating OTM-R Policy - September 2018
  6. Short report to the Commission for external evaluation and renewal of the application for recognition - September 2021
  7. Assessment & site visit every 3 years
